Raghunath A. Mashelkar, author of this month's essay, is the director general of the Council of Scientific & Industrial Research and president of the Indian National Science Academy. Before becoming a leading architect of his country's science and technology policies, he did pioneering work in polymer science and engineering. He is a Fellow of the Royal Society (London) and of the Academy of Sciences for the Developing World.
