Wang Longde, vice minister of health, spoke bluntly with me about China's past mistakes in dealing with both its HIV epidemic and last year's outbreak of severe acute respiratory syndrome. I asked him whether he could have spoken so openly with me a year ago. "You have asked a very good question," he said, cracking a smile. Although he followed the sentence with several others, nothing he said more clearly answered the question than his smile.
