I asked Hu Jia, an activist for AIDS and other causes, whether he had direct evidence of the government's involvement in the commercial blood industry that led to as many as 250,000 infections. Hu showed me a photo of a former plasma seller displaying his official donation card, which has the seal of the Henan provincial government's health department. A few weeks later, the government detained Hu out of fear that he would stage a demonstration to commemorate the 15th anniversary of the Tiananmen Square killings in June.
