NONPROLIFERATION:
Coalition Throws 11th-Hour Lifeline to Iraqi Weaponeers

LONDON--Iraqi scientists have at least two new reasons to look to the future with guarded optimism: the $37.5 million Iraqi Nonproliferation Programs Foundation, which will enlist former weapons scientists to work on reconstruction projects, and a separate U.S. State Department project that has a broad mandate to improve Iraq's scientific infrastructure.
