North Korea's off-the-cuff claim last month that it has nuclear weapons came as sobering news to world leaders. Yet a more fundamental issue, weapons experts say, is the recent discovery of a new wrinkle in the country's weapons program that makes it less, rather than more, transparent: the apparent addition of a uranium bombmaking project to its presumed plutonium-based effort.
