Secrecy on Big Projects Breeds Earmarks, Panel Is Told

A National Academies committee examining how the National Science Foundation decides what new large facilities to build heard last week from congressional aides that the process needs to be more transparent to the scientific community and less vulnerable to political influences. The committee is scheduled to deliver its report by the end of the year.
