RESEARCH FUNDING:
White House Asks Community to Oppose Earmark Projects

Last week, senior White House budget officials summoned a select group of academic and science-policy organizations to help them fight the practice known as earmarking. The practice, in which legislators add funds for projects in their home states that have not been requested by an agency or received the usual scientific scrutiny, has long divided the academic research community. But a sharp rise last year in the amount of earmarks has put the issue on the front burner.
