Spain Cuts Off Aid to Foreign Ph.D. Students

BARCELONA--Last month the Spanish government pulled the plug on its program to help promising students from the developing world earn Ph.D. degrees in Spain, shifting the money to target links with Latin America. The move has left many students angry at their host country and anxious about their chances of becoming scientists.
