ADVANCED TECHNOLOGY PROGRAM:
Grants Evoke Squeals of Delight and Anger

A $2 million grant last fall from the U.S. government's Advanced Technology Program (ATP) allowed scientists in the Virginia labs of PPL Therapeutics Inc. of Midlothian, Scotland, to continue working on a project that in March led to the first cloning of a pig from an adult cell. Last week government auditors issued a report questioning ATP's ability to plow new ground, reigniting a decade-long battle between Republicans and Democrats over the $200 million a year program. ATP supporters say that the report's methodology and conclusions are badly flawed, while Republican legislators say it proves the program is a waste of tax dollars.
