New Incentives Lure Chinese Talent Back Home

BEIJING--China offers several new incentive programs that provide premium salaries, generous research budgets, and other perquisites to try to bring back--or retain--top-level Chinese researchers. These programs are just one part of a broader strategy of improving conditions for Chinese scientists and reversing the tidal wave of scientific talent that has flowed out of the country in the past 2 decades. The strategy appears to be working. Last year 564 researchers returned to the Chinese Academy of Sciences from overseas while only 432 CAS scientists left for foreign positions--the first-ever positive flow since opportunities for Western training opened up.
