CANADIAN BUDGET:
Health Research Gets Fundamental Overhaul

OTTAWA--Canada's new budget for 1999-2000 unveiled last week includes plans for a "virtual" Canadian Institutes of Health Research that would replace its Medical Research Council (MRC) as the chief mechanism for federal funding of academic biomedical research. The idea originated with MRC President Henry Friesen as a way to increase funding of biomedical research and grew into a key component of the government's promise to beef up the country health care system. A projected surplus allowed room for $325 million in spending hikes across science, including an expanded fund to improve academic facilities and more money for space research.
