In North American Climate, a More Local Control

At least one ocean cycle wields influence over some of El Niño's worldwide effects: a decades-long temperature seesaw in the North Pacific. If the climatic mood of the North Pacific isn't right, for example, the northern United States may not get the respite from winter cold that El Niño usually brings, although other areas may be spared El Niño-related weather extremes.
