2000 Budget Plays Favorites

After a banner year last year, President Clinton is asking for only a 2.1% increase for the National Institutes of Health in his fiscal year 2000 budget request, announced Monday. Instead, the big winner this time around is the National Science Foundation, which at 6% will get the biggest percentage growth of any major science agency. And the unquestioned star of the show was a previously announced computing initiative called Information Technology for the Twenty-First Century that aims to wire the entire nation to a faster, more capable electronic highway.
