Counting NIH's Fiscal Chickens

Last week, several advocacy groups offered their recommendations on how the extra billions that Congress has promised the National Institutes of Health should be spent, assuming the funds materialize. In a sign of conflicting interests, biologists are focusing on the need for plusher grants, while universities and medical schools emphasize the funding of overhead, salaries, and facilities.
