Funding Outlook Improves, But Job Crisis Remains

MADRID--A 5-year scheme initiated by Spain's former Socialist government to help its talented overseas scientists find permanent jobs back home is coming to an end, and many are having difficulty obtaining positions. The new right-wing government is beginning to respond to their cries of distress by substantially boosting funding for R&D in its 1998-99 budget. But researchers say much more will be needed to tackle the pressing job crisis, particularly for their younger colleagues, and some are even calling for a radical overhaul of the career structure of the National Research Council to make it easier for young researchers to get onto a career track.
