EU Bodies on Collision Course Over Research Budget

Last week, the European Union's (EU's) Council of Research Ministers agreed on a "common position" on the content of the next phase of Europe's multibillion-dollar Framework research program, Framework 5, which runs from 1998 to 2002. But the council also agreed on a $13 billion budget--14% less than the amount proposed by the EU's executive, the European Commission, and approved by the European Parliament. Unless Parliament backs down on the budget or comes up with a compromise acceptable to the council, the parties will have to go through a conciliation procedure that could take months and cause a hiatus in EU research funding.
