Census 2000: Where Science and Politics Count Equally

The U.S. Bureau of the Census is locked in a high-stakes political battle with Congress over a plan to reduce uncertainties in the year 2000 survey through statistical techniques rather than direct head counts. The crux of the dispute is how to account for those Americans who statisticians say are too costly to track down or who might elude a head count entirely. At stake is how House seats will be divided up among the states, as well as how federal funds are to be distributed.
