MELBOURNE--No single authority in Australia is responsible for marine science policy, a situation that has led to well-documented gaps and overlaps in the country's approach to the subject. But an international treaty on the sea that promises to greatly expand Australia's territorial claims is forcing public officials to think harder about ways to protect this immensely valuable natural resource, and the results promise to be a boon to researchers.
