The Calculus of School Reform

A move to implement national educational standards in math and science may be sweeping the nation and occupying the attention of President Clinton. But although scores on some tests have improved nationally, significant gains in student achievement remain elusive. Why is progress so difficult? The answer lies in the diverse nature of public education in the United States, and includes such factors as teacher training, textbooks, and student assessment.
