Small Countries Make the Most of EU Largesse

For researchers in most of the European Union's 15 member states, Framework funding is a welcome addition to the support they get from their governments. But in some of the smaller and less well-off members, Framework is more than that: It is the difference between scientific life or death. And it is not just the money that is welcome, it is the sense of belonging to a continent-wide club of researchers.
