RICHLAND, WASHINGTON--An effort to entice researchers to lend a hand in long-range solutions to nuclear-weapons cleanup started with a $50 million a year bang. But a new report from the National Research Council and a pending 10-year plan from the Department of Energy point out serious obstacles to bringing researchers into the cleanup effort.
