MOSCOW--Late last month, the Russian Cabinet approved the draft of a new tax code for the country which, if approved by parliament in its current form, would deprive research institutions of almost all the tax exemptions and concessions they currently enjoy. With Russia's research institutes already teetering on the brink of extinction because of shrinking budgets, this new burden may be enough to tip many of them over the edge.
