Federal belt-tightening has driven a wedge between those who favor a more aggressive approach to lobbying--rating lawmakers, rallying the troops at the first sign of danger, and raising a war chest to promote science among the corridors of power--and those who worry that such politicking will jeopardize a half-century of bipartisan support. At stake is the size of future research budgets.
