Officials at the National Institutes of Health (NIH) thought they had a good thing going a decade ago when they received federal permission to form partnerships with industry. But a bitter battle over a now-removed fair pricing clause left leading pharmaceutical companies with little stomach for new agreements with the government's premier biomedical institution, and the program has foundered.
