A new generation of AIDS researchers are not only establishing themselves as leaders in the field, but they are also having an impact on the way the AIDS program is managed. Young researchers, allied with AIDS activists, helped persuade the U.S. Congress to give budgetary power to the National Institutes of Health's Office of AIDS Research (OAR), and they helped shape a recent massive review of NIH's $1.4 billion AIDS portfolio. Its main recommendation: Extramural researchers should have more control over the direction and management of the program.
