With only 5 months to go in the fiscal year, President Bill Clinton and the Republican Congress finally agreed on a 1996 budget. And the wait paid off for some of those science agencies lurching along on temporary spending bills since October, including the National Science Foundation, NASA, the Environmental Protection Agency, and the Department of Commerce.
