Kiev, Ukraine--Every research group in Ukraine will be subjected to peer review by committees of foreign and Ukrainian scientists. The effort, unprecedented in its scope, is an attempt to channel the country's limited research funds only to the best groups. But it is causing some concern that the reviews will be biased against applied research, which was favored in the Soviet era.
