Harold Liebowitz vows to remain as president of the National Academy of Engineering despite an unprecedented vote of no confidence by the council of the National Academy of Sciences, which stripped him of authority to act as the vice chair of the academies' joint bureaucracy, the National Research Council. Some members of his own governing council have also informally asked him to resign.
