Amsterdam--Faced with budget constraints, the government announced a round of reforms in 1994 designed to shorten the time it takes students to complete their studies. Dutch universities have also begun to move away from a system based on equality among institutions to one in which universities specialize in particular fields and offer courses geared more to excellence.
