Overcrowding in German universities, compounded by stagnant funding, has resulted in a tough environment for students and faculty alike. University administrators are realizing that they have to pay more attention to the needs of students. But local reform efforts are hampered by stultifying regulations and a government requirement that standards be uniform across the country. This is leading some academics to argue for more autonomy and for giving more weight to teaching skills in determining promotions.
