Novosibirsk, Russia--A collection of scientific institutes established in the southern Siberian city of Novosibirsk in the late 1950s is faring relatively well--at least in comparison with research centers elsewhere in Russia. The successful formula: foreign funding, a unique scientific culture, and fewer social problems of the type that are afflicting cities like Moscow.
