Toulouse, France--Europe's space ministers have cobbled together a set of agreements for funding Europe's $3.5 billion share of the International Space Station. A big loser in the wheeling and dealing is Europe's thriving space science program: It will be cut by up to 15% in real terms over the next 5 years.
