FISHERIES MANAGEMENT:
Conservationists and Fishers Face Off Over Hawaii's Marine Riches

HANAUMA BAY, HAWAII--In March, Hawaii's House of Representatives approved a "right-to-fish" bill that would severely limit the state's ability to create any new marine protected areas; Hawaii's Senate then significantly modified the bill. But scientists and state officials expect the fight to continue in the next legislative session.
