Department of Energy officials recently celebrated the belated completion of the plutonium trigger of a nuclear bomb operationally identical to ones last built 18 years ago. Critics of U.S. nuclear policy, however, say that building new pits contradicts the country's stated intention to reduce its nuclear arsenal.
