HURRICANE KATRINA:
Levees Came Up Short, Researchers Tell Congress

The most common explanation for the failure of the levees protecting New Orleans has been that they simply weren't built to withstand a storm of Hurricane Katrina's ferocity. But several teams of engineers told a Senate panel last week that poor design or construction bears much of the blame.
