NUCLEAR SAFETY:
Brazil's Nuclear Puzzle

Liz Palmer* and Gary Milhollin

Brazil plans to commission a uranium enrichment plant that, if configured to do so, could fuel several nuclear weapons annually. Contrary to its obligations under the Nuclear Nonproliferation Treaty, Brazil has denied International Atomic Energy Agency (IAEA) inspectors complete access to the facility. In this Policy Forum, Liz Palmer and Gary Milhollin explore the implications for other countries pursuing uranium enrichment, including Iran, and urge Brazil to grant inspectors full access.
