YANGON, MYANMAR (RANGOON, BURMA)--In 2002, the U.S. Centers for Disease Control and Prevention (CDC) was set to embark on a collaboration to tackle HIV/AIDS in this badly ailing and politically shunned nation. Then CDC's parent organization, the Department of Health and Human Services, pulled the plug.
