CLIMATE CHANGE:
White House Shakes Up U.S. Program

In the midst of a fight over who will lead the international group overseeing climate change research (see main text), the Bush Administration is quietly shifting oversight of the U.S. Global Change Research Program from a scientific steering group to the Commerce Department. Some researchers fear that the move could undermine the quality of the $1.7 billion effort.
