In China, Publish or Perish Is Becoming the New Reality

BEIJING--Part of a decade-long self-improvement regimen at the Chinese Academy of Sciences, the Knowledge Innovation Program is funneling money and resources to a relative few who are found to be highly productive--at the expense of scientists and whole institutes that don't measure up. Older scientists have been especially vulnerable. Although the program, launched in 1998, has succeeded in creating a cadre of elite researchers, some scientists complain that the largely quantitative measures are too rigid to span all types of scientific activity.
