The Panel on Scientific Boundaries for Review is conducting a comprehensive examination of the organization and function of the review process carried out by the Center for Scientific Review (CSR) at the National Institutes of Health (NIH). Recommendations have been made regarding the Integrated Review Groups that form the functional units of review and for cultural norms that will be needed to make the system function optimally. The Panel now invites comments on its phase 1 draft report posted at http://www.csr.nih.gov/bioopp/select.htm.

The authors are members of the Panel on Scientific Boundaries for Review, an ad hoc working group of the Center for Scientific Review Advisory Committee, National Institutes of Health. Their affiliations are available at http://www.csr.nih.gov/bioopp/select.htm. Comments should be addressed to this Web site and not to individual authors.
