Global Change Fights Off a Chill

Scientists in the U.S. Global Change Research Program point with pride to an accurate forecast of the recent El Niño as a demonstration of the success of the multibillion-dollar effort to understand Earth's climate system. But that example may not be enough to head off concerns that the complex and multidisciplinary program has generated too little in the way of concrete results. Long a target of political conservatives, the global change program is now being urged by its supporters to take a more focused approach and to come up with ways to quantify its progress.
