The most important issue in the fight against HIV/AIDS
is how to scale up existing programs that are only reaching small
numbersof people to the national level. Here, I present suggestions onhow to tackle the daunting challenge of building truly nationalHIV/AIDS programs, based on insights gained from participatory,decentralized rural development experiences and from HIV/AIDSprograms.
